Snapper on-demand rides ended in Safety Harbor on Oct. 1; here's what PSTA put in their place

The Pinellas Suncoast Transit Authority stopped running its Snapper Safety Harbor on-demand shuttle on Oct. 1 after board members cut the agency's lowest-ridership service. Riders are now pointed to a discounted Uber, Lyft or zTrip trip to a new Direct Connect stop at Enterprise and McMullen Booth roads.

The on-demand shuttle that carried Safety Harbor riders to Countryside Mall and around town stopped running Oct. 1. PSTA's Snapper page now states plainly: "Effective October 1st, Snapper Safety Harbor will no longer provide service in Safety Harbor."

The Pinellas Suncoast Transit Authority board eliminated the program to lower costs and balance the agency's fiscal year 2027 budget, Spectrum Bay News 9 reported. PSTA said the Safety Harbor zone was its lowest-ridership service of the past year, averaging roughly 87 riders a month — fewer than half the 224 monthly riders on the surviving Clearwater Snapper. Savings estimates differ by source: Bay News 9 reported about $117,000, while WUSF, reporting on the board meeting, put the figure at about $135,000 a year.

What replaces it

PSTA is pointing Safety Harbor riders to Direct Connect, which subsidizes an Uber, Lyft or zTrip ride to a bus stop. The agency established a Direct Connect location at Enterprise Road and McMullen Booth Road, where riders can reach the fixed-route network on Route 78 — the line that runs between Park Street Terminal and St. Petersburg Drive and State Street and serves Countryside Mall. In the Transit app, the discount voucher is applied automatically after you enter a destination; Lyft users can also add the promo code LYFT2PSTA.

Where the gap remains

Riders told the agency and reporters the swap does not cover their trips. Adam Darby, who used Snapper daily to get his daughter to and from school, told Bay News 9 the nearest Direct Connect point on McMullen Booth Road is a longer walk than the school itself. David Hale, executive director of the Mattie Williams Neighborhood Family Center, said many families the center serves depend on transit, biking or walking, and that people who relied on Snapper "really don't have another option." In written comments cited by WUSF, a college student living near Main Street said she had used Snapper more than 35 times in a year for school, work, medical appointments and groceries, and otherwise faced a 30- to 35-minute walk to reach transit.

PSTA staff told the board Safety Harbor is hard to serve because of its lower density, noting that earlier fixed-route, connector and on-demand services there also drew few riders. The agency said no citizens or Snapper Safety Harbor riders attended its two public hearings on the proposed cuts.

The Clearwater zone is unaffected and still allows trips to and from Countryside Mall or Park Street Terminal, as well as point-to-point travel inside that zone. Rides can be booked by phone at 727-540-1900.
